Furance Filter

Can our landlord give us a bad reference if we give her notice of moving?
We've lived here for almost 2 years and are trying to find a place to live that will allow us to keep his dogs which currently live at his moms house but his mom is moving and can't take them. We found a place to rent and told our landlady that we applied for a different place. She said she wasn't inclined to give a good reference. We said we needed to find a place to keep the dogs since they aren't allowed here and she said we could bring them here so she could kick us out. This lady has been very unpleasant since we moved in. She has done nothing to fix the place up and it's falling apart. She wouldn't replace our furance filter even thought it was totally disintegrated. She doesn't plow the driveway when we get snow and she made us get a new refrigerator when the one here stopped working last year. We had no lease just a verbal agreement. Is she really trying to ruin our lives? We owe no back rent and have paid on time except a few months after my husband was laid off 18 months ago
Remind landlord of the legal obligation on her part to keep the place in good repair, including the provision of fixtures/appliances such as fridge and furnace filter. Suggest that you might have brought action against her on that basis alone - and oral agmts are ALSO binding, esp as yours existed for two years. Explain, too, that if she acts in any way to jeopardize any future tenancy of yours, that there are LEGIONS of attys ready, willing and available to pursue a civil action against her for DEFAMATION http://en.wikipedia.org/wiki/Defamation. That should take the wind out of her sails!
